Eerlijkheid door archivering. De bijdrage van archivering aan eerlijk algoritmegebruik door gemeentelijke overheden

With rapid developments in Artificial Intelligence (AI), local governments in the Netherlands are increasingly becoming interested in harnessing this new technology to improve their own work processes. This thesis describes the results of a research project carried out in collaboration with Statistics Netherlands (CBS), with the goal of discovering how archival and information policies can contribute to the process of securing fairness, transparency, explainability and responsibility in algorithm usage by Dutch municipal governments. Based on academic literature from the fields of philosophy of technology and archival science, a study of existing policy and regulation frameworks and interviews with civil servants, this thesis describes the current situation regarding municipal archiving and information management, as well as the state of algorithm usage in municipal governments. It then suggests ways to improve this situation, through the overarching principle of ensuring the traceability of the process of governmental decision-making via thorough and complete archiving of the decision-making process in all its stages.
