Deze biografie is interessant vanwege het beeld over de rol van archivarissen dat hier naar boven komt. Die rol is en blijft mijns inziens afhankelijk is van het tijdsgewricht, het type samenleving waarin zij leven (context van de samenleving) en dat in samenhang met de eigen normen en ethische waarden (persoonlijke context). Het werk van een archivaris blijft ongeacht die context In de basis altijd bestaan uit  zaken als opnemen, selecteren, bewaren en beschikbaarstellen van informatie (zie het OAIS model). Het doel en de doelgroep waar een archivaris het werk voor uitvoert wordt bepaald door de op dat moment heersende cultuur en het type samenleving van het moment, de context, waarin hij leeft. De manier waarop hij of zij het werk in overeenstemming vindt met zijn eigen ethische waarden en de consequenties die hij of zij daar uit trekt zijn puur persoonlijk.  Met andere woorden of dictatuur, theocratie, plutocratie of democratie het type werk is hetzelfde.

This report is issued at a time when the data protection community is preparing for the application of the long-awaited GDPR. It cannot and does not seek to override the GDPR, to regulate present data protection practices by proposing additional rules. This is adequately and appropriately accomplished by the new regulation. This report proposes concepts and arguments to support and advance data protection as a project of European values. It describes the way traditional concepts of value may be rethought, re-articulated and re-purposed in order to assure the continuity of legitimate practices and anticipate an  unseen future. This task can, by way of conclusion, be condensed into five significant ‘directions’ of thought and innovation. 1. The dignity of the person remains inviolable in the digital age  Life in the digital age is close to a confrontation with the basic principle of personhood: dignity. Digital experience reshapes our understanding of personal  identity, human experience and social  interactions. Digital life will need to be  compatible with the inviolable nature of  human dignity. 2.  Personhood and personal data are inseparable from one another  Personhood - understanding oneself as  a person endowed with moral qualities,  rights and responsibilities - is inseparable  from the information produced by, and  pertaining to that person. 3.  Digital technologies risk weakening the foundation of democratic governance The freedom of choice of each person is  a fundamental principle of democratic  self-governance. Automated, big data-based interaction with political decision-making may be incompatible with  democratic processes. 4.  Digitised data processing risks fostering new forms of discrimination  Profiling is part of everyday cognition and  judgment. Digitally generated profiles  based on very large quantities of data  are powerful and increasingly unaccountable. 5. Data commoditisation risks shifting  value from persons to personal data  The market value of personal data is not  intrinsic but stems from its relationship to  the person or persons who give rise to it. Ethical tensions can arise where human  value and market value intersect.

De theoretische basis voor de informatie-revolutie. Het concept van de memex van Bush is een uitvoering van het semantisch web voordat daar ook maar sprake van was. Het doet mij ook wel wat denken aan het reseau en het Institut International de Bibliographie te Brusse van Paul Otlet.

Een model dat mogelijkerwijs  ook bij de beantwoording van de vraag wat is een origineel in het geval van digitale archiefbestanddelen een handvat kan bieden.

Dales, I. (1992).  Om de integriteit van het Openbaar Bestuur.
Wat mij als minister van Binnenlandse Zaken zeer bezig houdt en beroert is de integriteit van het Openbaar Bestuur. Het lijkt mij goed om in deze kring van bestuurders vandaag over dit thema, dat eigenlijk onze voortdurende aandacht behoeft, te spreken. Een thema dat uitstijgt boven de beleids-themata, die bij gelegenheden als dit VNG-congres gebruikelijk zijn. Integriteit van het bestuur is immers niet van nature gegeven. Zij kan op verschillende manieren onder druk komen te staan. Het gaat mij daarbij niet zozeer om fraude en corruptie in het bestuur -  maar vooral om machtsbederf. Ik moet wellicht wat duidelijker worden over het begrip "machtsbederf". Fraude en corruptie zijn zwaar beladen termen, die een afgebakende strafrechtelijke inhoud hebben. Machtsbederf is breder, het draagt het element van ontbinding, verval, vervaging van normen, in zich. Het gaat mij om het sluipend gevaar van bezoedeling van de ambtelijke en politieke reputatie, van aantasting van integriteit van bestuurders, van ontkenning van de hoge waarden waarvoor de democratische rechtsstaat staat. Machtsbederf kan ‘in the end’ leiden tot gecorrumpeerd worden, corruptie en fraude.
